Building a Risk Baseline

Understanding the risks inherent in applying limited resources to meet a wide range of needs is the first step in implementing a successful Homeland Security program. In order to meet this challenge, most states and urban areas are deploying analytic risk management programs to:

  • Strategically allocate resources
  • Align capabilities to risk profile and scenarios
  • Make investments based on needs and policy imperatives
  • Ensure their programs stay in synch with national Homeland Security strategies and federal grant programs.

The Risk Baseline is the Foundation

The foundation of an overall risk management program is the risk baseline. It produces a credible initial picture of potential risks, and provides a quantitative basis for multiple critical business processes.
A risk baseline is the first deliverable of an analytic risk management program built on the RAC.  It can be used to justify federal grant and organizational budget investments, and establish target levels for capability gap analysis and risk-based capability alignment. Additionally, as-needed risk baselines can be generated to drive operational and programmatic decisions, like prioritization and resource allocation.
