Likelihood Fact Sheet

Risk is Vulnerability x Consequence x Threat Likelihood. The Likelihood Assessment allows the user to set Threat Likelihood values for assets against threats.

Threats in the system are broken into 3 high level categories: accidental, natural, intentional/terrorism. Likelihood assessments for each threat category must be done separately because the definition and calculation of likelihood between the threat categories differs.

VHEMP Fact Sheet

A VHEMP Assessment is a Vulnerability/Consequences risk assessment done on an asset. Risk assessments are performed when you want to update the risk values for an asset. VHEMP stands for Vulnerability, Human Consequences, Economic Consequences, Mission Consequences, and Psychological Consequences. Each of these terms is a part of the Risk equation. Risk for an asset is calculated (for every asset-threat pairing) as Vulnerability x Consequence x Threat Likelihood. VHEMP Assessments allow you to update the Vulnerability and Consequence risk values in this equation for an asset against the specific threats.

Strengthening National Preparedness: Capabilities-Based Planning

Homeland Security Presidential Directive 8: National Preparedness (HSPD-8) calls for an all-hazards National Preparedness Goal (the Goal) that establishes measurable priorities, targets, and a common approach to developing needed capabilities. The Goal sets forth a Capabilities-Based Planning approach to help balance the potential threat and magnitude of terrorist attacks, major disasters, and other emergencies with the resources required to prevent, respond to, and recover from them. Defining risk-based target levels of capability for the Goal involves identifying a plausible range of major events; the tasks to be performed in prevention, protection, response, and recovery that would require a coordinated national effort; and the specific capabilities and levels of capability that would minimize the impact on lives, property, and the economy.
