With Haiti in Mind, New England Assesses Quake Risks

New England sits on the center of the North American tectonic plate, one of nine large plates that make up the earth’s crust; while many earthquakes occur along plate boundaries, such as in California and Haiti, in New England they happen on faults that are reactivated as the earth is squeezed by plates along the West Coast and mid-Atlantic states; about twenty small quakes affect New England annually; the largest recent one was a magnitude 4.2 in 2006 near Bar Harbor, Maine; many buildings in the region will not be able to withstand a tremor in the range of 6.0 or higher on the Richter scale.

The Future of Intelligence at the Department of Homeland Security

This article by Josh Filler lays out unique mission imperatives for the DHS Office of Intelligence and Analysis (I&A).  In an environment with multiple federal agencies having similar intelligence missions (FBI, NCTC), I&A can serve a unique role as the aggregation point and clearinghouse for intelligence as it affects homeland security.  Filler suggests three key roles:  1) assisting and integrating intelligence from all DHS components, 2) assisting and integrating all state, local, and tribal intelligence sources, and 3) providing a mechanism for viewing all this aggregated intelligence in the context of threats and vulnerabilities to the nation’s critical infrastructure (CIKR).  Filler was Director of State and Local Coordination for DHS during the Bush administration.  Prior to that he was on Mayor Giuliani’s staff at the time of the 9/11 attacks.  He is now a private consultant on homeland security matters.
